Challenge

A public-safety video programme specified as a camera count, with no transport network capable of carrying it and no operating model for the resulting alarm volume.

Solution

The programme was re-specified from a device count to a transport-plus-operations design: the backbone was engineered first, camera positions were derived from measured sight lines rather than map spacing, and the alarm model was sized against realistic operator workload before any procurement.
